Well, who now will pick up the gauntlet to build the next update version?

It is possible, but I won't do it as I said few posts back... My interest has shifted. But it is not hard to do it by yourself if you are interesting enough. Usually people buy SBCs like OrangePi to do or learn something and prebuilt images take this fun away.

Actually, regarding to projects like Openelec, prebuilt images are where fun starts for most people

Image building is simple - Linux (virtual) machine with few programs installed and two commands. What may be hard is to update Kodi or some other modification.

Would it be very hard to compile a more advanced version of ffmpeg? I thought about --enable-libx264 and --enable-libx265.
OpiPC would be much useful for encoding puproses, during the time when it just stays idle. I was able to compile x264/x265/ffmpeg on other Debian/arm machines.  But this is not Debian. It requires something more than use of git or apt-get. Is it actually possible, or rather... "reasonably feasible" with OpenELEC without some special knowledge?
