Actually, yo do not need to install google play. You can use apk dowloader and you can download most of android appliation from google play. After that you can install the apk file via usb connection.
I also tried to install GooglePlay.apk form here: http://www.apkmirror.com/apk/google-inc/google-play-store/google-play-store-5-5-12-android-apk-download/
I installed different versions through File manager built-in Android on Orange Pi Plus from emmc and it behaves funny. Like white screen at first and then it returns to Android Desktop--so looks like something does not let Googleplay run or it could have not all rights or maybe it is imcompatible.
I even installed Youtube and Google services--but still no results. Youtube kind of like runs--but does not play videos--loads...
I also use aptoid. It works fine. I use the orange pi on a big screen TV, so I do not need a lot of apps, because with full HD screen, the content of most apps is better when it is directly displayed in a web browser.
Install "Device ID" app and see Google Service Framework(GSF),
If it is not fount then Google services cannot be use.
You can use crack google services option that is not legal.
